The Level 1 Complex BVLOS Flight Review is the final evaluation required for pilots pursuing full authorization to operate in Level 1 Complex environments under Transport Canada’s TP-15530 framework. Intended for candidates who have successfully completed the Level 1 Complex Operations Ground School, this in-person assessment evaluates your ability to plan, execute, and manage Level 1 Complex BVLOS missions safely, compliantly, and with sound operational judgment in real-world conditions.
The flight review is conducted on-site by an authorized Mostavio-Skytech examiner and is structured to verify both technical proficiency and regulatory compliance.

What To Expect?

During the review, you will demonstrate: 

  • Pre-flight planning, site survey, and airspace analysis appropriate to complex ops 
  • Knowledge of RPOC context, safety limits, and operating restrictions 
  • Safe, stable control of the RPAS in normal and abnormal situations 
  • Professional crew coordination and communication procedures 

At the end, your Flight Reviewer will debrief you, provide feedback, and, if successful, submit the result required for you to apply for your Pilot Certificate – Level 1 Complex Operations.

FLIGHT Review prerequisites

Once you have successfully completed the Level 1 Complex Ground School and passed the Transport Canada Level 1 Complex (L1C) examination, you will proceed to your Flight Review. This in-person evaluation is conducted by our certified Flight Reviewers and serves as the final step in validating your readiness to operate in Level 1 Complex environments.

Government Issued ID

The candidate must provide a valid (not expired) piece of government-issued (federal, provincial/territorial/state government authority or the equivalent body abroad) identification that provides your name and date of birth.

Proof of Eligibility

candidates must have successfully completed the Level 1 Complex Ground School and passed the examination. Please bring a printed copy of your L1C Certificate, proof of exam completion, and your valid Pilot Certificate to the session.

Visual Observer for DAA

To proceed with the flight review, you must bring a qualified and properly briefed Visual Observer to serve as the Detect and Avoid (DAA) support during the operation.
